FEASIBILITY STUDY
FOR A COMMUNITY-OWNED SOLAR PV PROJECT

ZERO CARBON HARROGATE

BACKGROUND

Zero Carbon Harrogate appointed d3associates to undertake a feasibility study for a community-owned solar PV project In Harrogate and Knaresborough. The project formed part of Zero Carbon Harrogate's wider ambition to deliver locally owned renewable energy, reduce carbon emissions, and keep more of the benefits of clean energy within the community.

The study began with a high-level assessment of around 70 potential buildings across Harrogate and Knaresborough, focusing on community, public, and other suitable buildings with strong solar potential. These were then refined to a shortlist of 36 sites which were evaluated using a scoring matrix. Following review with the client, the most promising buildings were selected for further investigation, and site visits were carried out to assess roof condition, electrical supply, metering arrangements, access, and installation practicality.

OUTCOME

Detailed solar PV designs were prepared for the visited buildings, with two options assessed for each site: a smaller system below 50kWp and the maximum practical array size. The designs were modelled using PV simulation software and benchmark electricity demand data to estimate annual generation, on-site electricity use, and export to the community.

The financial modelling showed that community solar PV is viable at the selected sites, with the strongest results achieved where buildings have higher on-site electricity demand. The study also identified the key challenges to delivery, including planning consent for certain sites, grid connection, and the need for further stakeholder engagement and legal and commercial structuring. Overall, the project provided Zero Carbon Harrogate with a clear evidence base and a practical route forward for progressing community-owned solar generation in the district.
